			<content:encoded><![CDATA[<p>John Campos, the former vice chairman of a bank in Utah, was indicted along with the other defendants on Black Friday last year. He was originally expected to stand trial on April 9. However, he was able to escape trial by entering into a plea bargain with federal prosecutors last month.</p>
<p>Campos was originally indicted with a number of different charges, including illegal gambling, conspiracy and wire fraud. Rather than face a slew of felony charges, he was able to get off on a single misdemeanor charge: conspiracy.</p>
<p>Campos and Chad Elie were both trying to fight the charges, even after the other Black Friday defendants had already accepted plea bargains themselves. Elie also had a change of heart and the plea bargain likely means that he won’t spend more than a year in prison.</p>
<p>Judge Lewis Kaplan was appointed to the case. He originally stated that he wasn’t going to accept the plea bargain until the prosecution was willing to explain why they offered it. He changed his mind on Wednesday, presumably accepting the reasoning offered by prosecutors.</p>
<p>Campos will now need to allocate in court and wait for sentencing. Kaplan has scheduled the sentencing hearing for Oct. 3.</p>
<p>Thursday marked the one year anniversary of Campos and Elie’s arrests.</p>

New Jersey’s State Government, Wagering, Tourism and Historic Preservation Committee passed a bill with eleven positive votes. No members of the committee voted against the bill, although one member refrained from voting.</p>
<p>This was the newest movement to legalize online gaming in the state of New Jersey. The bill was authored by Senators Lesniak and Whelan, both democrats who would like to see online gaming legalized in <a href="http://www.nj.gov/">New Jersey</a>.</p>
<p>Now that the bill has passed through the subcommittee, it can make its round to the Senate. The bill is now very close to being held to a vote, which could take place as early as the end of this month. However, the bill has one major challenge that it needs to overcome before it can be made into law: Governor Christie.</p>
<p>Both houses of the legislature passed a similar bill last year, only to have it vetoed by the governor. The governor has since reconsidered his position, due to the Justice Department’s new interpretation of the Wire Act and how it pertains to online gaming.</p>
<p>Although Christie has changed his stance on online gaming, he insists the state needs to thoroughly consider all facets and ramifications of any bill before passing it.</p>
<p>Most reporters are still not exactly sure how the law relates to online gaming in the state of New Jersey. According to many sources, the bill stipulates that all servers will need to be based out of Atlantic City so they won’t be in violation of the state’s constitution. Rumors also stipulate that the law will require all players will need to be residents of the state, whereas some states have considered regulations that would allow visitors to gamble as long as they are located within the state’s borders.</p>
<p>New Jersey is now competing alongside Nevada as a frontrunner to become the first state to officially legalize <a href="www.onlinegamblingsites.com">online gaming</a>.</p>

<p>Utah’s House of Representatives has recently passed a law that would criminalize all forms of online poker. This new bill would ban online gaming on all electronic devices. Support for the new bill was overwhelming. Only 2 of the members of the House voted against the bill, while all other members supported it.</p>
<p>However, the bill can’t officially be sanctioned or signed by the governor. A new measure has been introduced in the bill which would absolve Internet service providers of any criminal responsibility. This amendment was proposed after the vote, thereby sending the bill back to the House for consideration. After a new vote, the House will decide which version of the bill to send to Governor Herbert.</p>
<p>The state has been opposed to gambling for almost 120 years. Under Article VI of the state constitution, Utah does not authorize state lotteries or any other game of chance. Hawaii is the only other state in the Union to have such a perspective. However, the state has felt powerless in enforcing these laws now that the Internet has made it much more widespread. The state legislature felt it was necessary to create a new bill that would reflect the introduction of <a href="http://www.onlinegamblingsites.com/">online gambling</a>.</p>
<p>Rep. Stephen Sandstrom is the author of the new bill. Sandstrom said that the House wants to keep the state free from the impacts of legalized gaming.</p>

<p>Elie’s deal was accepted shortly after former banker John Campos agreed to a plea as well. Due to these new developments, the defendants can avoid going to court two weeks before the trial was scheduled to begin.</p>
<p>Assistant U.S. Attorney Andrew Goldstein likely expected that he would be forced to go to court. Elie and Campos were both fighting the indictment and seemed reluctant to accept a plea bargain. They attempted to avoid a trial by asking Judge Kaplan to consider that online poker was a game of skill rather than chance. However, they had a change of heart after the other defendants decided to pled guilty and Kaplan refused to dismiss the case against the remaining defendants.</p>
<p>Kaplan never ruled on the issue as to whether or not <a href="http://www.onlinegamblingsites.com/poker/">online poker</a> was a game of skill or luck. It is unclear whether or not his decision would have set future precedent or if it would in any way impact the legislative movement in Washington. However, Elie would likely not have benefited from that ruling, as it would be irrelevant to the charge of bank fraud. It’s possible that is the reason he chose to accept the plea bargain because he knew he would have a difficult time justifying the charge he was facing.</p>

<p><strong>Arguments Raised Over the Future of Online Gaming</strong></p>
<p>Anita Bedell is the director for the Illinois Church Action on Alcohol and Addiction Problems. Bedell said that she is concerned legalization will create many problems for problem gamblers and citizens with addictive personalities.</p>
<p>Others have stated that online lottery sales will make it more difficult for regulators to do their job. However, Michael Jones, Superintendent of the Illinois Lottery disagrees. Jones feels that regulators will actually have more control over how ticket sales are conducted online.</p>
<p>Gov. Quinn and some other influential lawmakers see legalizing online gaming as a big opportunity for the state. Quinn said that selling more lottery tickets could be a great way to enhance revenue for the state. Recent polls indicate that about three quarters of the public supports the lottery, while only about 10% actually play.</p>
<p>Jones feels making tickets available online will increase lottery sales significantly.</p>

<p>Hawaii has been considering legalizing gambling much more seriously over the past two years. The state is facing a budget deficit of more than a billion dollars and gaming regulation could be the best way to help them address it.</p>
<p>Three separate bills were introduced to consider the legalization of gambling. <a href="http://www.capitol.hawaii.gov/hsemaj/mckelvey_angus.html">Rep. Angus McKelvey</a> was one of the lawmakers who has supported legislation to legalize online gaming. Although McKelvey was initially optimistic that the bills might go through, he has since stated that the time to pass them has lapsed.</p>
<p>The state is still considering options to legalize gaming. Before giving up on the idea completely, lawmakers are calling for studies to assess the impact gaming would have on the state. McKelvey is calling for research on the impact of online gaming as well as brick and mortar casinos.</p>
<p>However, a new study is unlikely to have much of an impact on people’s opinions on gaming. The issue has already been studied numerous times and opponents insist legalizing gaming will create a number of challenges for the state. Those opposed to gambling insist it can be very addicting and increase crime throughout the state. They also feel it will devastate families.</p>

<p>Governor Branstad is willing to consider signing the bill. He has already signed bills that have legalized other forms of gaming throughout the state. However, he is likely to insist on certain safeguards in any bill regulating online poker.</p>
<p>He want to make sure that a bill is passed that is fair to everyone involved. This means that they are going to need a bill that will be honest and transparent. In addition, Branstad is adamant about creating solution to keep the organized crime element out of the industry.</p>
<p>The bill is going to need to clear the House by Friday in order to survive this session. It is unclear whether or not they are going to meet that deadline. Although 20 senators voted against the bill, none of them spoke out against it during the debate. This may mean that opponents are not strongly opposed to the bill and it may be able to clear the senate.</p>
